Well, there are many reasons this could be happening...I wish there was an easy thing I could tell you. It could be a medical issue, it could be he hasn't been taught not to yet...at 3 months old puppy classes are really really important. I would highly recommend them. Veterinary Behaviorists say that the most important thing you can do for the life of your puppy is get him into a well run puppy class. We also help with being individual behavior issues, so we could see the licking or ask more questions or observe and make a much better educated answer for you with solutions.
